[glfw3] Update to version 3.3.3 #16892

Bumps glfw to 3.3.3 and converts it to use the new json metadata format

I think the build failure may be in osgearth, not sure.

Thanks for your PR. Osgearth:x64-linux failure is a CI issue, it will be fixed by PR: #16904.
