[libgcrypt] update to 1.9.4, fix arm64-osx compilation #20854

This cherry-picks commits from #20433 which was rejected.

  • What does your PR fix?

    Updates to 1.9.4, which:

    • fixes libgcrypt macOS arm64 compilation
    • includes the changes from our patches, which they are now removed.
  • Which triplets are supported/not supported? Have you updated the CI baseline?

    No change, but fixes arm64-osx

  • Does your PR follow the maintainer guide?

    Yes

  • If you have added/updated a port: Have you run ./vcpkg x-add-version --all and committed the result?

    Yes
