Extension Update: No 'Restart to Update'

I didn't get to see the new button.

I have an extension ext-ts-aug23 that has a

• v1.1.0 that requires 1.88.0-1711433505 (made some mistake here, but seems to work with 1.88.0-20240325)

• v1.2.0 that requires 1.88.0-20240326

• set "update.mode": "manual"

• download insider from 3-25 and install it with Developer: Apply Install, Restart VS Code when ready

• install extension ext-ts-aug: v1.1.0 is installed

• download insider from 3-26 and install it with Developer: Apply Install. Wait until it says Restart to Update in the Settings menu.

• Run Developer: Check for Extension Updates. Dialog comes back, 'All extensions are up-to-date'

• ext-ts-aug23 is still on 1.1.0, I would expect it to update to 1.2.0 now and say Restart to Update

• restart VS Code to update

• now ext-ts-aug23 has an update and asks Update Extensions
