Thanks for your PR. Currently we do not have any other UX item that floats around, thus I am generally against this solution. |

This PR is one of two solutions that I propose in which fixes #2513. The other PR is #49099
While, I prefer the other solution over this one, this solution is far simpler. This solution allows the user to drag the debug actions widget vertically which would let the user to drag the bar away from anything that is being covered by the bar.
