The option to capture frames in WebP/JPEG XL format

Description

This would be particularly useful when extracting a segment as a sequence of image files, it would save a lot of disk space.

• For HTML5 image capture, webp support can be easily added (as it is supported in chromium).
• JPEGXL is not supported in chromium afaik.
• For ffmpeg support, both can be supported, but need to add corresponding libs to the ffmpeg build: https://github.com/mifi/ffmpeg-build-script
