This handles the rest of the `auth` parameters via the centralized configuration construct as opposed to calling viper directly from the handlers.

This is a re-spin of #962
I kept the general idea of config accessors, but moved the RSA parsing into the config module to simplify the other code and abstract away the file/formatting details.
