pythonGH-126766: url2pathname(): handle 'localhost' authority (pyth…

Discard any 'localhost' authority from the beginning of a `file:` URI. As a
result, file URIs like `//localhost/etc/hosts` are correctly decoded as
`/etc/hosts`.
