Make NVIDIA's partners' submission code use NGC public image as the base image instead of private base images dropped to the partners.
The NGC public image (published before the submission deadline https://catalog.ngc.nvidia.com/orgs/nvidia/teams/mlperf/containers/mlperf-inference/tags ) has the same software stack used by NVIDIA submission and no regression will be observed with this change on partners' submissions.
