A long-standing bug in #2393; if the active vessel is low enough, the camera will not remain fixed in the plotting frame.

The fix leads to broken reference planes (I made the mistake of testing that in stock, where we have no tilt, so that was not very visible; but this makes RSS very unwieldy).
Reopening; we should either fix this or revert #3249 before Hardy; the original issue is not critical, but random horizontals is.

We probably need a new reference frame which is World, counter-rotated around its y axis by the planetarium rotation, wherein KSP keeps the camera fixed.
What should we call it; Sky?

No, we have a Sky already, wherein the plane of the sky is horizontal.
