What does it do?

Allow to use RLIKE, REGEXP operators in conditions

Why is it needed?

For dificult search rules

Additionally, because this is a XPDO related pull request, I think it should be added in modxcms/xpdo instead, and not here.

This must go through the xpdo repository. Also there seem to be changes unrelated to the description in this PR. Can you resubmit this against modxcms/xpdo?
