Increase random interval for rescheduling rotation

If provisioned limits are hit during monthly transition, the overload handler should reschedule for a greater period than merely the next minute. There's no rush to migrate, so if the table is overloaded, rescheduling it anytime within the next 40 minutes is preferable (many connections only last 40 mins anyways, ergo this upper limit).
