This issue is not specific to Internet Explorer, since I can reproduce it using: Windows 7 (64-bit), Firefox Nightly 27 (buildID: 20131027030205) with HWA (hardware acceleration) enabled, and PDF.js 0.8.641. Note that it does work when HWA is disabled.
I've bisected this issue (using git bisect) and found that this is another regression from PR #3053.
@cvaught Since this issue effects Firefox as well, I hope you don't mind that I edited the title.
Here is a simple pdf where the text is not being displayed in Internet Explorer. I have tested it in both IE 10 and IE 11.
