The Privacy Notice is not displayed after clicking the Privacy footer link if you are not logged in

[Prerequisites]:

• Have the “https://send2.dev.lcip.org/” page opened.
• DON'T be logged with an Firefox Account.

[Steps to reproduce]:

1. Click the Privacy button from the page footer.
2. Observe the page.

[Expected result]:

• The Privacy Notice view is displayed.

[Actual result]:

• The page remains unchanged but the URL is changed to https://send2.dev.lcip.org/legal.

[Notes]:

• If you refresh the page, the Privacy Notice is correctly displayed.

I have verified that the issue is no longer reproducible on Firefox Release, Firefox Beta, Firefox Nightly, Chrome, Microsoft Edge, Safari. The Privacy modal is successfully displayed when clicked.
