Drop cegui

* Doesn't build anymore * Hasn't been built since 2018 * Hasn't seen a release since 2016 * No longer runs (some dep DLL names changed) Moved to msys2/MINGW-packages-dev@af23728b8df55fd3d382 in case someone wants to revive it.
