Migrate build tooling to Vite

Switch the project to build using Vite, per the considerations outlined in jaegertracing#1212. Notable changes are: * `react-scripts` would provide some built-in Jest transforms and mocks under the hood, which need to be defined explicitly now. * Build-time injected constants no longer utilize `process.env`.
