Implement custom performance tracking

This will be available in addition to openCensus metrics
With this, we will finally be able to get stats on a per-metric basis

We also moved the Prometheus code into its own file

We also ignore BucketAlreadyExists errors when ensuring Buckets exist

Workers will now not restart when retrying to connect to the server
