Fixes in Profiler code

Description

• Fix missing return value in debugger profiling command.
• Fix switch case fall-through in profiler.
• Fix RTM build for Profiler::DumpRoot.

Motivation and Context

• Addresses Heap compaction is not working Home#1354.
