in #132, I'm going to be trying to add a test for npe1 imports for all plugins, but it looks like I need the workflow to be in main in the first place, so I'm going to merge this. All it does is add a new test workflow that runs a single test file (test_all_plugins) whenever a pr is labeled with
test-all-plugins
