NAR-1689 API versioning

Let's add API versioning before we go-live to avoid breaking changes. The effort to put in place is low right now than later.

Problems

  • If the SDK and API are tightly coupled through shared type definitions, changes to the API can necessitate immediate changes to the SDK.
  • Managing versions of the SDK to ensure backward compatibility becomes more complex.
