Is your feature request related to a problem? Please describe.
CI functional test currently tee's the console output and waits for a string, which is subject to flushing and not very robust.

Describe the solution you'd like
#1633 added a test log file, CI in functional test can now just wait until this file exists to know when the test is complete (vs tee on console output). That log file is then the artifact and can be checked for summary success/failure.

None.
