Need open source functional tests for certifiability

Describe the solution you'd like
Add functional tests for cFE EVS Send Event APIs
– CFE_EVS_SendEvent - Generate a software event.
– CFE_EVS_SendEventWithAppID - Generate a software event given the specified Application ID.
– CFE_EVS_SendTimedEvent - Generate a software event with a specific time tag.
