Ensures correlation between the test cases and documented return values for the OSAL select API. This substantially overhauls the select-test to get better coverage of the various features.

Ensures correlation between the test cases and documented return values for the OSAL select API. This substantially overhauls the select-test to get better coverage of the various features.

Testing performed
Build and sanity check, run all unit tests, re-run cross reference script to confirm retcodes are exercised in the unit tests.

This does asserts in sub-tasks (preexisting condition) so rather than rewrite I suggest fixing #1061 to make it safer.
