This is an experimental release for stakeholders to support draco-rc4. Some functional testing has been completed on Trick->CFS interfacing, however no testing has been completed on CFS->Trick or bidirectional data flow.

As of this release most testing is blocked by the SCH and SBN app incompatibility with cFE draco-rc4. See nasa/SCH#25 and nasa/SBN#49
