Simple Application Updater - check for update and download

what it does

• check for new version form a text file form a URL
• compare with Appliation version form file named fileversion.ini in the app directory
• if it's good says - you have the final version
• else start downloading the new exe file from URL givin
• close the exe file if it's running
• back up the old exe file
• place the new exe file as application exe
• remove the old exe file
