Enable Upstream Testing

• Updated Dockerfile to be compatible with upstream testing
• Added workflow fragment to trigger testing

Outstanding Items:

• Pylint Failures
  • I think this should go in to unblock some of the dependency issues in Documentation Updates #184, even if we fix all of the linting we're going to be blocked by Dolt test failures (see below)
• Unit Test Failtures
  • CI currently tests against the latest Dolt version but because it hasn't reached a 1.0 we going to continue experiencing flaky tests (see: https://github.com/nautobot/nautobot-plugin-version-control/actions/runs/4365451624/jobs/7634087633#step:7:768). Seems there have been some changes in Dolt that need to be accounted for. The changes in this PR are a net-improvement in getting the developer environment to build on more recent versions of Nautobot and Dolt
