Related to #133, #138 and #139.

On geobase : read (test) GeoJSON text input, decode and build objects with a decoder implemented in #138

On geodata : use this implementation (as a default impl) when reading GeoJSON or OGC API Features web data sources. Old data structures provided by geocore then not any more used by geodata.
