The latest Kubernetes tests have been failing due to some recent changes to jupyter_server. Although jupyter_server is not a hard dependency, jupyter-server-proxy is and requires jupyter_server>=1.0.

There is an issue open on the jupyter_server repo addressing this:
jupyter-server/jupyter_server#727

The latest jupyter_server version (1.15.6) resolves this issue.
