No new functionality since last build, but a few bugfixes cherry-picked from other repositories.

v1.3.1_neph-2

Build sports these improvements over upstream (at least as of release date):

• CMake Build System
• Better EGL Support
• Better Windows Support
• Updated OpenGL Support

Prebuilt binaries for Windows (MSVC 2013) are attached.

Todo list includes adding tests for EGL on Windows and Wayland (currently only runs tests on EGL using X11) as well as performing some tests with Android.

First "release" of my libepoxy fork. Main features are:

• Working static library builds on Windows.
• Replaced build system with CMake.
• Sports a slightly newer gl.xml version than upstream.
