Problem Summary: upgrade CI runner's dependency.
What is changed and how it works?
nextest-rs/nextest was introduces in PR: #3777
I didn't install latest nextest-rs/nextest on windows CI runner in #3777 because it's rust-toolchain is
1.61.0, since we have specific rust-toolchain1.67.1in develop, we can upgrade nextest-rs/nextest to latest version on windows CI runner.#3777 (comment)
