multiple beacons result in multiple callbacks, so we need to merge them to the existing list; Not removing old beacons yet.

Axons can now declare in wich beacons they are interested.
There is a new webhook to pass the beacon info to the axon.
Another webhook enables to posting of log info to the container app and another one returns an device id to the axon.
