fix: watch edge function dependencies

Summary

Fixes two issues with the file watcher logic in Edge Functions:

• We were comparing file paths against file URLs, so we were not properly capturing the dependencies of each function
  • We're now converting file URLs to paths prior to the comparison
• We were watching only the configured edge functions directories, which meant that any files imported from parent directories were not taken into account
  • We're now watching the project directory instead of the individual functions directories
