NETOBSERV-1533: add eBPF metrics to health dashboard - improve design #583

Description

  • Switched to a programatic approach to build the health dashboard
  • Allow having singlestat panels, collapsable rows, custom spans, etc.
  • Add eBPF metrics
  • Reorganize other metrics
