Collect deployment platform

As an engineer I would like to know what platform a user has deployed NIC onto so that we can report this metrics as part of out Adoption Telemetry effort.

Platform examples:

• AKS
• EKS
• GKE
• Minikube

Possible ways forward:

• cisco-open has a cluster-registery-controller project with public functions to determine the deployment platform: https://github.com/cisco-open/cluster-registry-controller/blob/3086c2cb8cd559891bc19d746b2f1f89721a77ed/pkg/clustermeta/distributions.go
  Pros:
• Licensed under Apache 1.0
• If we need to add additional public functions for other platform, we can open a PR
