OverlayPlugin 0.17.2

Reminder: Endwalker broke the parser (just like every other FFXIV update) which means that you won't see any DPS numbers in ACT until the parser (FFIXV_ACT_Plugin) is updated as well.

Here are some fixes for Endwalker and a few minor but annoying bugs.

• Updated memory signatures for Endwalker (thanks @qitana!).
• Fixed cutscene detection & online status data for overlays.
• Fixed overlay rendering; it should be pixel perfect now.
• Fixed ngrok integration. The Shared Overlay tab in OverlayPlugin's WSServer should work again (thanks to @kaminaris for recommending a good WebSocket lib).
• Added a mechanism to skip DPS updates if building them takes too long (usually only happens if your PC is overloaded). This should reduce ACT's CPU load if your PC is struggling.

The .7z and .zip downloads are identical. Just different archive formats. Download whichever is easier for you to extract.
