I'd probably prefer something a bit more explicit about steering folks away from building from scratch, and using one of the tested snapshots instead. Due to various intricacies of the code generation, I really don't recommend that path for consumers of GLEW. For instance, reporting and fixing bugs can be needlessly more complicated.

In the Code Generation section, for instance, we could mention the various tools that are required such as git, perl, python, wget and whatnot.

Yes, I completely agree! (see my comment on #13)
I also agree with your suggestion, although as someone completely new to the project I fear that I might miss something.
Is it "just": wget, perl, python, git, wget, cmake, GNU make, GNU sed, gcc ?
