Add community committee charter

This charter is very strongly influenced by the TSC charter(should I add atttribution?). Please pour through this, as it will very much define our processes for who will represent community organizations and projects in the Community Committee as members.

naah. I think the README already has enough TSC attribution anyhow.

I had a few nits but that's about all.

One concern I have is that both this document and the README are a bit long and the larger questions might be lost in all the language. Maybe a TLDR; at the top of the README would help. The questions I've been getting over and over again are:

• What kinds of tasks will this group take on?
  • I think the answer is "Foundation efforts that fall outside of Node.js Core."
• How is this group accountable to the Board and/or TSC?
  • Answer is probably "Directly accountable to the board, all new initiatives require board approval (similar to how projects added under the TSC now require board approval)."

Can we commit this "as is" at this point so that it can go up for ratification with the board? If we don't get this up now it'll be another 6 weeks before it is closed.

hey! really love this start and agree that we should just ship so that we can get board approval. there are still a few kinks i'd like to work out about how the TSC and CC collaborate, and how decisions from one affect the other and vice versa. optimistic about this and excited to see it kicked off!
