This document was historical, from before the time the tool was adopted by the TSC. Its purpose was to explain the grand lines of the tool and the benefits it could bring in terms of developer experience, not to be binding in any way.
Since most of the "how to use it" information inside is in the official README anyway, it's better to just remove this file and avoid people getting confused.
