       [date] Refactor PosixTimezoneCache for different OS
   
       Follow up on https://codereview.chromium.org/2740353002. Created
       PosixDefaultTimezoneCache which is a subclass of PosixTimezoneCache
       containing definition of LocalTimezone and LocalTimeOffset which is
       separate for different OS.
