I don't think so. We don't have separate testing for tools/eslint-rules/rules-utils.js (nor do I think we need it at this point).
Use of process.binding() has largely been replaced by internalBinding(). This commit updates the custom crypto check ESLint rule to check for both process.binding() and internalBinding().
