LICENSE update from dependencies #9351

Changes in license-builder.sh and LICENSE resulting from that.

  • Update libuv license, they changed it upstream
  • Update v8_inspector license, their license file was removed from tree when it was reorganised, pulling from file header now
  • Reorder LICENSE file to put v8_inspector along with the runtime components and its build components down with the rest of the build components, this is how it should have been in the first place

The v8_inspector license file was added to address #7123; Was its removal intended? @eugeneo
