As part of enabling a better developer experience, AztecProtocol/bb.js should track the latest bb.js artifacts. This should be done by adding a workflow that tracks and commits the latest version of bb.js to that repository.

BB version (until we have the monorepo running): AztecProtocol/barretenberg#647
