chore(brillig): Add a register abstraction #1737

@kevaundray worth having a look now I think. I think this is an improvement, plus fixes a bug I think we merged in Alvaro's PR - latest register still started at 0 in alvaro's PR even though there was reserved regs |
@kevaundray pushed a ensure_register_is_allocated call where the check was before and added more deallocate_register cleanup that should hopefully tame how many registers we use a bit until we do more robust things |
it feels a little weird as technically we're copying between different BrilligRegisterContext's conceptually. So it's a bit of an abstraction break. But probably will say we can delay thinking about a clean abstraction for BrilligRegisterContext passing to another context later |

Incremental towards #1720
This introduces an optimization - this is in anticipation that if the bytecode was overly wasteful with temporaries when we're later stashing values, this would be hard to dump and debug
