Fix slash length and angle for two glyphs in NotoSans{Italic,Mono} #389

Fixes #374

I've done the same work as the previous pull request in Italic and Mono.
notofonts/noto-source#597

I have adjusted the length and angle of the slashes ⱥ (U+2C65) and ɇ (U+0247) used by Mazahua language.
Previously these two characters were created using a component.
In this work, the component was deactivated and the design adjustments were made on all masters while maintaining the multiple master relationship.

I'm sorry I didn't get to merge this, and now we have changed the source format to glyphspackage. Sorry to be a pain, but could you please check if this is still needed, and if so, apply it to the new format? Thanks.
