What change does this PR introduce?
When creating a new group -> the default locale must also be created for that group. There are 2 different changes in the changes table - 1 for the group and one for the translation. But, when promoting the translation group change, the change of adding that default locale translation is not promoted. Meaning that in production there is a situation of a translation group with no translation for the default locale
