Cannot create an organization if it exists as user name?

Maybe I misunderstand...

I try to create an organization which, I think, does not exist but I get The organization name 'X' is not available.

On the other hand, a user already exists named as my desired organization? Is that preventing my from creating that org?

Yes, users and orgs share the same namespace.
