fix: support https proxy env variables #121

Environment variables which control using a proxy for https requests are respected.

HTTPS_PROXY defines the server to proxy requests through
NO_PROXY excludes certain domains from the proxy server

There is one missed instance of Octokit that needs to be handled.

Also, since this is potentially breaking change, let's bump version in README.md to v4 and update.

Let's just have this as a const e.g. ProxifiedClient and call constructor where needed.

There is another instance of octokit being created at findMergeQueueBranch function.
