This PR adds
@nx/vue:setup-tailwindgenerator, which updates the stylesheet (e.g.src/styles.css) and add postcss/tailwind config files to allow Tailwind to be used with Vue app.e.g.
This command should install packages, create postcss and tailwind config, etc.
Note: This should go after #19130 merges. It is a branch off of that branch. The only commit needed is this one: e5a7195.
