Changes to the hsioblk-ctrl to enable the PCIe-PHY PLL Clock on the imx8mp, when generating PCIe refclock internally.
This is untested when using an external PCIe refclock.

There are mainline patches for that which are tested for both internal & external clock, it's best to use those:
