deps: Update otel to 0.104.0

Proposed Change

• Bumps OTel to v0.104.0
• Adds upstream providers to collector (yaml, file, env, https is the full set)
• Set the confmap.unifyEnvVarExpansion to false to give a little more time to migrate
  • This delays the need to change $ENV syntax to the new ${env:ENV} syntax
• Change plugins to use the new syntax
• Reconcile breaking changes to constructing OTTL contexts
