This fixes #2323 by letting the virtual library algorithm choose an implementation.

@rgrinberg I think something went wrong, in b91fdf9
the should_be_selected function is missing:

(* Only select libraries that are not implementations. Implementations are
   selected using the default implementation feature. *)
let should_be_selected lib =
  Lib.info lib
  |> Lib_info.implements
  |> Option.is_none

EDIT: did not see the changes afterwards: you just need to remove when should_be_selected lib then

Oops. I pushed a fix. I'm not a huge of when clauses in general.

- Don't select all local implementations in `dune utop`. Instead, let the

  not distinguished in the names of binding operators (`let@` was the
